Reserve and disclosure requirements for payment stablecoin issuers: 1:1 backing in permitted assets (cash, insured deposits, short-dated Treasury bills, overnight repo, and government money market funds), a monthly public reserve report, and CEO and CFO certification of that report. Signed 18 July 2025; obligations attach from the earlier of 18 January 2027 or 120 days after the primary federal regulator's final rules. As of October 2026 the federal implementing rulebooks remain at proposal stage, so the conformance monitor reports the statute's answer without final-rule attribution. Reserve requirements for e-money tokens: reserves at least equal to the outstanding tokens, segregated from the issuer's own assets, invested in high-quality liquid assets, with redemption at par at any time.
