EXTENDS run_ai_act_highrisk_fit (art-64). Resolves FS-specific Art 12, 26, and 27 obligations for Annex III 5(b) creditworthiness and 5(c) life/health insurance pricing AI systems. When is_high_risk=false, returns OUT_OF_SCOPE. Enforcement: 2 December 2027, per the Digital Omnibus amendments (Parliament final approval, June 2026); original date was 2026-08-02. Disambiguates from art-64: that node classifies whether a system is high-risk; this node classifies WHICH FS-specific obligations apply once high-risk is confirmed.
