Tax recapture applies a fixed 30% effective-rate assumption (not a statutory rate) to the positive wage gain, annualizes Q2 median earnings × 4, and grades the program on the three-year return per dollar. The PY 2023 target values are carried pending an official DOL ETA publication and are flagged accordingly; participants exited defaults to enrolled when left blank.
