AML Lookback Disposition Rollup

A completeness reconciler proves the re-screening extract was complete. A sampling-frame builder draws a deterministic sample of the resulting dispositions for independent review. Neither one checks that a disposition was actually recorded for every sampled item, that a filed or no-SAR call carries a rationale, or that the sample's declared population still ties out to the completeness population. This node rolls those three checks up and emits one gate-policy verdict.
