Consent-Order / MRA Remediation Closure Register

Registers your consent-order Articles / MRA findings against your own remediation records: per-issue milestone completeness (closed with evidence attached), evidence validity (delivered evidence type matches what the milestone itself calls for), and overdue timing against each issue's own committed date. Reuses the ART-491 cutoff-vs-evaluated arithmetic, retargeted from a certification-period cut-off to a per-issue committed date. Emits a section 27.4 gate decision per issue and at the rollup: auto_pass / review_required / escalate / hold. Never itself judges that remediation was appropriate, timely, or sustainable; that judgment is a named human's section 27 approval record. Emits a hash-anchored OpenChainGraph v0.4 artifact.
