Validator Change-Control Receipt

Turns one permissioned-validator event on an Evergreen L1 — a validator add, remove, or weight change — into change-control evidence in the shape the SOX/ICFR control family already uses: who authorized it, the weight delta and its share-of-total effect, and whether the caller's own declared approval-quorum policy was met. The event is transcribed by the caller; this node observes no chain and makes no RPC call. Not a §27 dual-control threshold evaluator — see ART-503 for counting distinct approvers against a certification threshold.
