Eval Attestation Receipt Composer

Hashes a third-party eval log (e.g. an Inspect AI transcript) and binds it into a receipt that a compiled Work Mandate can reference. VERIFY-ONLY: this tool never executes, re-runs, or re-scores the underlying eval; it composes shipped hash (§4), signature (§16), and anchor (§20) carriers around a digest you already produced.

Scope
Records that a specific eval-log digest exists and, optionally, that it is referenced by a compiled Work Mandate (art-274). Does not re-run, re-score, or grade the eval, and does not itself judge whether the eval satisfies the mandate's policy conditions.
