Quarterly Agent Test Evidence Composer
Composes a quarterly agent testing-evidence pack: test-suite identity and digest, per-test receipts with an honest deterministic/estimated determinism class, pass rate, and a regression comparison chained to the prior quarter's pack digest. A declared prior-pack digest that does not match the caller-supplied prior record is flagged as a broken chain rather than silently accepted.

Scope
This is an evidence FORMAT, not a certification claim. Output is cited as "prepared for AIUC-1 technical testing evidence," never "AIUC-certified." Pin aiuc_version to the catalog text in force at build time; a later catalog revision is a data re-pin, not a rebuild.
Determinism class
Only deterministic or estimated are ever written to the artifact. A seeded-stochastic class does not exist yet in the OCG standard: any other value on an input test record is coerced to estimated and flagged, never passed through.
