Checks NAIC producer license reciprocity for non-resident filing across target states. Identifies non-standard states requiring independent filing or state exams: CA, FL, NJ, NY, HI, MN, WI. Per NAIC Producer Licensing Model Act (MDL-218) and NIPR Reciprocity Matrix 2024. Accepts state codes and standard NAIC LOA codes only. ZERO PII: never real NPN, SSN, or PDB data.
