Supports three trigger types: threshold (binary payout at a threshold index level), tiered (step-based tiers), and linear index (proportional payout between threshold and exhaustion). Produces a tamper-evident trigger receipt anchored at anchor.ainumbers.co for neutral dispute adjudication (IAIS ICP 19). Use with cat bond trigger validation (art-252).

Trigger Configuration
threshold: full payout if index ≥ threshold. tiered: lookup table payout %. linear_index: proportional payout between threshold and exhaustion.
Measured index value at trigger evaluation date (e.g. wind speed in knots, rainfall in mm, earthquake Mw).
Index level at which coverage activates. For linear triggers: lower bound (payout starts here).
Index level at which full payout is reached. Only used for linear_index trigger type.
Coverage
Maximum policy coverage amount in USD.
Maximum payout cap. Leave blank to use coverage amount.
Tier Table (JSON)
JSON array. Each tier: lower_bound ≤ index < upper_bound triggers payout_pct% of coverage. Set upper_bound=0 for open-ended top tier.
