Structured street name. Used for silent-fail duplication detection against AdrLine.
Structured city. Duplication in AdrLine = silent STP rejection.
Exactly 2 uppercase letters.
Optional. CBPR+ Nov 2026: max 2 lines x 70 chars. Duplication of structured fields causes silent-fail.
