Crosswalks four identity signals to three rails: Web Bot Auth requires ed25519 + directory + signature; Visa TAP requires the same; Mastercard Agent Pay additionally requires card_present. Emits per-rail accepted/gaps. Feeds the directory publish-readiness diagnostic (art-134).
