Best-Execution Evidence Pack

Compiles the best-execution monitoring evidence pack you declare: you declare per-venue fill counts and per-venue average price improvements in basis points; the page computes the fill-weighted improvement, lists the declared negative-improvement venues, and returns a REVIEW_ITEM_FLAGGED or WITHIN_POLICY verdict. Every fill figure here is yours: the page holds no order store, no venue connection, no fill observer, and no clock. Basis: Commission Delegated Regulation (EU) 2026/825 on order execution policies, which turns the deliverable from published tables into internal evidence and applies from 12 February 2028.

Fill counts and improvements are your declarations, never observations, and it never reads an order store, venue connection, or fill observer. Rounding is 2dp half-up, declared in the kernel and in the trace. An absent or invalid input is refused fail-closed and named, never silently repaired. Declared Per-Venue Monitoring Records

Declare one row per venue: the venue label, the declared fill count (integer greater than 0), and the declared average price improvement in basis points (negative means deterioration). These are your declarations: this page never verifies them against an order store, venue connection, or fill observer. The weighted improvement is sum(fills x improvement) / total fills, rounded half-up to 2 decimal places (a declared convention). Verdict rule: REVIEW_ITEM_FLAGGED iff a negative-improvement venue is declared; otherwise WITHIN_POLICY.

Commission Delegated Regulation (EU) 2026/825 replaces the discontinued RTS 27 / RTS 28 published-table regimes with an evidence-based monitoring obligation, applying from 12 February 2028 (measured 2026-09-05; derive: OJ publication plus the stated application period per the staging spec note; corroborated by the MiFIR review RTS coverage). This page covers the weighted-improvement monitoring MI leg only. The Policy Mandate export below carries the declared inputs and computed payload as its payload; the link to any downstream effectiveness-review record is by pointer and static: neither side ever reads the other.
