Two built-in checklist definitions: UK PSR (Specific Direction 20) and an EU cross-border pack that separates the narrow IPR mismatch-liability mechanic, live today, from the broader PSD3/PSR-EU reimbursement track, which is agreed but not yet in force. Reuses the CHECKRUN-1 checklist/SOP runner pattern (definition → step receipts → Merkle run receipt), not rebuilt.
