Durbin Amendment Interchange Analyzer

Step 1 · Issuer Profile
Total consolidated assets as reported for the prior calendar year. The $10B threshold (12 CFR 235.5(c)) determines Durbin coverage.
Used to calculate the 0.05% ad valorem component of the interchange cap (12 CFR 235.3(a)(2)).
Step 2 · Exemption Screening
Government benefit programs (EBT, SNAP, Medicaid disbursements) are exempt from Durbin caps under 12 CFR 235.5(b).
Reloadable prepaid cards meeting 12 CFR 235.5(a) criteria (not marketed as a substitute for a checking account, no overdraft, etc.) may be exempt.
Covered issuers must enable at least two unaffiliated networks per 12 CFR 235.7. Network exclusivity arrangements are prohibited.
Context for savings projection. MCCs do not directly affect interchange caps but influence routing economics.
